If there is a public accounting firm that is in business and does not know very much about the  sarbanes oxley act , then there is no point in them trying to do any kind of business. The whole point of this act is to ensure that corporate organizations keep track of all the moneys that keep flowing in and out of the business and the roles played by public accounting firm in keeping track of the same. With the introduction of the sarbanes oxley act there has been a lot of inspection and regulation of business procedures.
